According to ESPN, the Citizens are now expecting Jesus to ask for permission to leave.
They even state that Pep Guardiola will not stand in the way of him leaving the club.

It has been said that Jesus has all-but agreed personal terms over a switch to link up with Arsenal.
SunSport exclusively revealed earlier this week that Jesus would still be willing to make the move to Arsenal even if they fail to secure Champions League football.
His agent has also declared that the 2019 Copa America winner is a fan of the project at Arsenal.
Marcelo Pettinati told transfer guru Fabrizio Romano: “We had talks with Arsenal about Gabriel Jesus.
“We like the project – it’s a possibility we’re discussing.”
Jesus may not be the only City player to link up with the Gunners, with Ilkay Gundogan understood to be a target for Arteta.
